It is a much smaller amount, and Alabama is pretty much a one party state. I just don't see how the lack of a plan doesn't hurt both candidates. When Nagin made it a campaign issue, or excuse, I wondered why the city's legislative floor leaders weren't working with other S. La. legislators to get a fair plan. But I have no idea who Nagin's legislative floor leaders are.
